Thanks for the comments. They got me thinking.
It is embedding the links in the page which was concerning me at first.

This is my wife's family tree which she would like to share with
relatives. I doubt if there will be any living people in the list.
I am not sure that you could do it with Preview but I have had
another idea. Reunion, her genealogy program, will create the pages
in PDF format. My present thought is to create one for each head of
family and then save it as a JPG. An index would allow selection of
the individual. Then she says she would like to give the person the
ability to scroll forward and backward. So each page would allow on
to go to the beginning, or to the previous family in the list, or to
go to each of the descendants of that family.
Sorry to be so long winded but you got me thinking this thing out.
