Have you restarted? There are specific Widget preferences in your  
User folder. For example:
~/Library/Preferences/widget-com.apple.widget.weather.plist

You could delete the .plist file and then reinstall. There are also  
two Dashboard specific .plists that you could remove temporarily to  
see if it helps. If not, put them back.
