Photoshop Elements would stall indefinitely for me if their online  
update server was down. By disabling my internet connection, I could  
get it to launch properly.

Another indefinite PSE stall issue I had once was caused by upgrading  
my version of Opera. Adobe uses Opera's rendering engine for its  
products. Anyway, by deleting Opera and its preferences, Photoshop  
Elements could start up again. I tried deleting PSE prefs, the  
software, and then re-installing it. I created a new user account and  
installed it fresh, and still it wouldn't launch.

The moment I deleted Opera and its prefs, boom, worked on all user  
accounts.

file or update code is corrupted, it's not likely to stall for that  
reason in my exp. Have you considered re-installing from the original  
disc? That's the best way to ensure it's not the app. Pshop uses  
virtual memory quite a bit and most users I encounter rarely have  
enough memory to optimally use the app. For this reason it frequently  
pages data to the hard drive and under both OS 9 and X, it will  
upchuck if the directory is hosed. Run a good directory optimizer  
(Alsoft's Disk Warrior is a great choice), dump the prefs, and  
proceed from there.
