You might try digging through your ~/Library/Preferences folder and  
look for the Adobe Photoshop prefs, then move them out of the way (to  
another folder, just in case) and try starting. If it works it will  
likely put you back at defaults for all settings, but it might get  
you around this. If it doesn't work you can then put your original  
prefs back.

another possibility I can think of is possibly to figure out what  
address it's looking for on the net, and hijack that using the hosts  
file though it might just give you another different error.
