Backup lets you know how many discs your backup will use."
It appears that you can even mix media. It will possibly split files,
meaning that part of the file exists on each disc, but according to the
docs, it sure looks like it'd work to me. Now if you insist that they
all be available as separate files w. no splits, that may not be what
you want, but you asked for something that would span DVDs and it looks
like it will.
Another approach, with more effort on someone's part would be to set up
an Automator action that could pull files off the CDs, look though for
and delete dupes and then intelligently split the data into DVD size
chunks and burn them. I think most of what you need is contained within
it's built in capabilities, biggest question is "Is it worth it?"
