[ciapug] Apache 2.x and PHP 5 on Windows

I was editing the notes at the top of the file instead of the actual settings. I just did a search and the first instance of those terms are found in the notes at the top of the file.
However, I now have them set correctly and I'm still not getting errors. Maybe I need to set the values to numbers in instead of strings. I see Mike's script uses a number 1 instead of the string "On". I'll try that and see if is makes any difference.
