[ciapug] Apache 2.x and PHP 5 on Windows

Yes, I did try that and it says it's using the same php.ini file I'm editing.

Configuration File (php.ini) Path  C:\WINDOWS\php.ini  

The strange thing is that I also have Zend Studio and it has its own built in Apache web server and that one displays the errors just fine.
