[ciapug] Apache 2.x and PHP 5 on Windows

I added this function to the top of my page and I'm still not getting any error messages.  The web server simply stops outputting any content after the error I have programmed into it.  I can throw exceptions and catch them, but I can't get any PHP error messages.
