My guess is Amazon.

Google already has a DC in Council Bluffs so I can't see them putting
anything as close as WDM.

NSA is just too easy, and given the fact that they are a government
agency and wouldn't be subject to taxes anyway and wouldn't need tax
breaks from the city.  At least if the facility was overtly owned by
the NSA.  If it was a covert facility I can't see them wanting
publicity like this.
