It has usually respected "~", as that is normally used by ssh-keygen and
ssh; in this case, I discovered that the home directory was *blank* in
passwd, .. updated it to the hard path and that path was then used by
ssh-keygen so the connection now works.

The weird part is that only *this* installation left a blank home
directory and does not honor the typical "~"; compoinding that is the next
problem I an seeing - a DNS failure:

Apr 26 14:47:05 WTNagios sshd[20445]: reverse mapping checking getaddrinfo
for h-68-164-152-218.chcgilgb.static.covad.net [68.164.152.218] failed -
POSSIBLE BREAK-IN ATTEMPT!

That's the IP of the firewall box, and it does not appear in known-hosts
in the other machine.
