I'd suggest looking at OpenVPN.  I don't know if you can get a client
that runs on the iPod Touch, but you certainly can get clients for
Android phones, Macs, Windows, and Linux.

You'll need to set up an OpenVPN server at home but it's not terribly
difficult.  If you're willing to dedicate a machine as a firewall/vpn
box I'd take a look at Astaro Security Gateway as it has a very nice
web GUI for setting up firewalls/vpns.
